Court-Livingston-Schermerhorn (CLS)
Business Improvement District

About Us:
The Court-Livingston-Schermerhorn (CLS) Business Improvement District began operations in October 2007 and serves nearly 200 properties in Downtown Brooklyn.  The district roughly contains Schermerhorn and Livingston Streets, stretching from Flatbush Avenue to Court Street and Court Street stretching from Atlantic Avenue to Joralemon Street.

The CLS BID is managed by the Downtown Brooklyn Partnership, a not-for-profit development corporation that seeks to improve and develop the greater Downtown Brooklyn community. The two other major Downtown Brooklyn BIDs, MetroTech BID and Fulton Mall Improvement Association, are also members of the Partnership, and combined these BIDs provide the Downtown Brooklyn community with nearly $6 million in supplementary services.

Programs & Services:
The CLS BID provides supplemental sanitation services through The Doe Fund, a non-profit organization that employs formerly homeless individuals. These services, provided 8 hours per day, 7 days per week, include sidewalk and curb sweeping, sidewalk steam cleaning and graffiti removal.  In August, the CLS BID installed 75 new waste receptacles that are larger and feature the organization's name and website. As the CLS BID ramps up its programs in the coming months, it will provide a range of new services including landscaping and tree pruning, streetscape and capital improvements, a public safety program, marketing, and targeted services for merchants and local businesses. The first year budget for the CLS BID is $700,000. 

Publications:

Board of Directors:
Fran Schor, President of The Treeline Companies, serves as Chair of the CLS BID’s Board of Directors, which is comprised of property owners, commercial and residential tenants, and government officials. For a complete board list, click here.
